Since you didn’t specify which country, I’ll assume you’re in the US. To become a psychiatrist, you’ll need to start with a 4-year college degree. Major in anything (psychology is good, psychiatry, medicine, and premed aren’t majors) and take the premed classes in bio, chem, physics, math, and English. Then you’ve got 4 years of med school followed by 5 years of residency in psychiatry. These would be at three different schools. Premed is offered almost everywhere, so start at whatever college you want.

Psychiatry isn’t something you study in college, I’m afraid. It is a medical specialty, which means that after you graduate from college, you go on to medical school for three years, then you do a general residency for a year, and THEN you do a residency for psychiatry.
You may, however, mean psychology. In that case, it is a very popular major offered by most universities and colleges. Pick the best college you can get into, and you should be able to find a good psychology program.
